 The slogan of the Department: The quality must be the focal point at all levels of education!

 The goal of the Department:  Enhancement of quality of education and fostering with the purpose of improvement of living standards so that they coulf be fully functional and operational across the globe, flex their creativity in different conditions of the contemporary society.

  Background of the Department: By Resolution of the Government of the Republic of Tajikistan dated March 3, 2007, the Service of state supervision in the field of education was created. The Service was comprised of two departments: The Department for organization of state supervision and quality evaluation of education and the Department of attestation, accreditation and licensing of educational institutions. The Department of attestation, accreditation and licensing of educational institutions was comprised of 3 units, one of which the unit of attestation, accreditation and licensing of higher vocational and post graduate educational institutions. This unit, consisting of 4 employees (chief of the unit, 2 senior specialists and 1 leading specialist) worked and functioned.

  With the view to ensuring the realization of effective performance of a unified policy of state supervision in the field of education and science of the Republic of Tajikistan along the lines of attestation,  accreditation, licensing, comprehensive evaluation of quality of education in educational institutions of the Republic of Tajikistan pursuant to the Order of the President of the Republic of Tajikistan dated January 27, 2020  № 1430 Service  of state supervision in the field of education was renamed into the Agency for supervision in the field of education and science under the President of the Republic of Tajikistan.  Later, the Regulation and structure of the central office and the management plan of the Agency for supervision in the field of education and science under the President of the Republic of Tajikistan were approved by Order of the President of the Republic of Tajikistan dated June 18, 2020 №1557, where the Department of state supervision of science and innovation, iInstitutions of higher vocational education, postgraduate  education is one of the structures of the central office of the Agency for supervision in the field of education and science. Currently, there are 7 employees in this department: the head of the department, 3 chief specialists, 2 leading specialists and 1 specialist.

Key tasks of the head of a Department:

  • has overall charge and monitoring of activites of the department officers;
  • surpervises the performance discipline in the department;
  • distributes the initial materials for execution to the department officers, organizes and monitors the progress of their implementation;
  • issues commissions to the department officers within the competence of the department, surpervises their timely execution;
  • together with them draws up and approves a plan for the half-year (annual) employees performance;
  • controls the developed plan of management measures for the implementation of legislative acts, strategies, concepts, programs in the field of education;
  • develops and approves a plan of management measures for the implementation of legislative acts in the appropriate direction;
  • develops and implements educational programs, advisal of human and civil rights and freedoms, improvement of legal culture of civil servants;
  • in case of discovery of acts of corruption within its competence, informs the directorate of the body, law enforcement agencies and cooperates with them;
  • develops and approves the work plans of the department, organizes, controls and provides their implementation;
  • organizes, controls and procures the performance of statutory and regulatory enactments relating to management activities;
  • develops, coordinates the draft job descriptions of the department officers and, together with the head of the regulatory affairs and personnel unit, submits for approval of the director of the Agency;
  • develops the draft of statutory and regulatory enactments relating to management activities;
  • independently or in affiliation with other department officers, develops a draft of instructional guidelines on  implementation of statutory and regulatory enactments  relating to the activity of the unit;
  • independently or in affiliation with other department officers, reviews  a draft of statutory and regulatory enactments  of the Republic of Tajikistan,  submitted for approval to another state body, and prepares the conclusion of the Agency;
  • independently or in affiliation with other department officers, reviews  the drafts of statutory and regulatory enactments and prepared instructional guidelines by another structural subdivisions of the Agency, and prepares the conclusion of the department;
  • participates in activities of the commission, working teams, sessions, consultations, seminars and other activities of the Agency;
  • accepts the citizens and reviews the appeals of private and legal entities;
  • submits a report on quarterly, semi-annual and three-quarter activities within the established period, as well on due date of at least three days prior to the assessment of activity upon indications of performance of official duties, determined in the reporting period;
  • supervises the activity of department officers with the view to corruption;
  • participates in propaganda of state service through mass media;
  • carries out other commissions of the Director of the Agency and other directorate.

The key tasks of the senior specialist of the Department:

  • responsible for administration of the  affairs, conducts registration of  incoming and outgoing documents and proviodes their safety in established folders;
  • submits weekly and monthly consolidated report to the head of the Department on circulation of entering documents and the results of their consideration;
  • conducts monitoring, gives methodological guidelines, provides an analytical report according to the results of the year;
  • gives a proposal on elaboration  of a plan of the agency and a semi-annual (annual) work plan for the Department;
  • submits a report on quarterly, semi-annual and three-quarter, annual activities within the established period, as well on due date of at least three days prior to the assessment of activity upon indications of performance of official duties, determined in the reporting period;
  • in case of discovery of acts of corruption within its competence, informs the head of the body, law enforcement agencies and cooperates with them;
  • every day enters notes in the log book of the movement of materials;
  • submits weekly and monthly information to the head of the Department on circulation of entering documents and the results of their consideration;
  • participates in the development of the draft of the Position description;
  • participates in adjusting the statutory and regulatory enactments of state service in the Department;
  • compiles a list of statutory and regulatory enactments, developed by the head of the department over the reporting period, and keeps them in the folders according to the file register.
  • establishes coordinating activity with the following bodies:

     - higher vocational institutions and post graduate education ;

     - departments and units  of the Agency for supervision in the field of education and science under the President of the Republic  of Tajikistan;

     - Executive Office of the President of the Republic of Tajikistan and its structures.

  • develops and submits a report on quarterly, semi-annual and three-quarter, annual activities within the established period, as well on due date of at least three days prior to the assessment of activity upon indications of performance of official duties, determined in the reporting period.

 

The key tasks of the leading specialist of the Department:

  • submits weekly and monthly information to the head of the Department on circulation of entering documents and the results of their consideration;
  • provides methodical guidelines, submits an analytical report according to the results of the year;
  • gives proposal on elaboration of a plan of the agency and semi-annual (annual) working plam of the Department;
  • develops and submits a report on quarterly, semi-annual and three-quarter, annual activities within the established period, as well on due date of at least three days prior to the assessment of activity upon indications of performance of official duties, determined in the reporting period.
  • in case of discovery of acts of corruption within its competence, informs the head of the body, law enforcement agencies and cooperates with them;
  • every day enters notes in the log book of the movement of materials;
  • submits weekly and monthly information to the head of the Department on circulation of entering documents and the results of their consideration;
  • participates in the development of the draft of the Position description;
